I reply to myself:
I'm reminded (by looking it up last night!) that the New England
adaptation  into a longways set is a Dudley Laufman one, spread about
by the Amidons and others.

I reply:
I've found three other versions online. Two have some circling
involved: one at the Lloyd Shaw Foundation (which has a lot online
that I need to explore!) with no reference to the source, one from a
1916 physical education book, available through Google Books. These
both have the clapping and stamping at the start; the Lloyd Shaw
version may even have its origins in the Playground Book version. 

The third is from a ca. 1883 James Scott Skinner manuscript at
Aberdeen University, and he says it's an adaptation of the dance. He
takes up the first part of the music with bows and a forward into the
circle and back. He leaves out the stamping and just has clapping and
singing.

Formation: Double circle with partners facing, boys on inside, girls
on outside. 
DANCE 
Meas. (2 counts per measure; i.e.; 1-2 = 4 counts) 
Part I
1- 2 All stamp three times;
3- 4 All clap hands three times;
5- 8 Join both hands with partner and turn once around.
Part II
9-16 All join hands in a circle and walk to the left 16 steps. 
  Variations for Part II 
9-10 All join hands, walk into the center four steps, raising hands
upward,
11-12 All back out four steps, bringing hands down,
13-16 Join both hands with partner and turn once around. 
9-10 Partners join right hands, shoulder high. Standing on left foot,
extend right foot in front of left and tap right toe three times,
11-12 Reverse, tapping with left toe,
13-16 Join both hands with partner, and turn once around.  
Note: To make the dance progressive, in the variations, boys move to
the left to the next girl on Measure 16.

Item Description: This excerpt is from a series of notebooks compiled
by Skinner and his own dance teacher, William Scott. The notebooks
were published under the title, A Guide to Fashionable Dancing. 

*The Chimes of Dunkirk with chorus. 
Any number of couples form a circle round the room. The Gentleman
having his Lady on the right arm. 
At the first note of the music the Gentleman makes a low formal bow in
front of his partner - His partner makes a low formal curtsey (3 bars
and 1 bar for the gentleman to return to his place.)
Join hands and advance to centre of dance 1.2.3.4 retire and
readvance, upon retiring face the Lady on your left - Your partner
face the Gentleman on her right. 
Strike the palm of the left hand with the fingers of the right
(Keeping time to the music) and singing: 'Oh! Listen to the Chimes.
Oh! Listen to the chimes.' 
Turn the Lady you advised to 'listen to the chimes' and during the
movement sing: 'The merry, merry chimes of the Dunkirk Bells' 
Repeat until the Ladies have regained partners. 

*[Note] In our professional experience we have, on many occasions,
been requested to give a dance in which all may join. The re-arranging
of the 'Chimes of Dunkirk', the beauty of the music, and the
simplicity of the figure has, we trust, reduced it to the capacity of
the merest Tyro. The dance has another advantage - viz:- It gives
Gentlemen the pleasure of dancing and singing with every Lady in the
Room. This is Comme il faut. W.S. + J.S.S.
